    A & B incorrectly compare people and the hope.
    C does almost the same – “that of people” (hope) and gamblers.
    D contains incorrect pronoun “whom” referring to the people.

  2. As we should compare either hope with hope or people with gamblers, we are to choose between D and E. “Whom” in D is incorrect.
    OA is E.
