    E – which modifies university.
    D – that – is a vague subject, what modifies altering???
    C and B – thereby and thus could be eliminated, to alter- the infinitive of purpose (whose purpose)
    A- raising modifies educators recommendations, verbs – increases, alters and changes are parallel.
    However! I might be wrong!
    I am looking forward to hearing from you the answer.

  2. Firstly, at the end should be “alters” (parallelism), so A and E are left. In E it is said that university, not scholarship raises hopes, So A is better.
